ARRL In Action: What Have We Been Up To Lately?

This feature is a periodic update of what the ARRL is doing on behalf of its members. This installment covers the month of October.

Field & Regulatory Correspondent Chuck Skolaut, K0BOG, sent a letter to Official Observer Coordinators encouraging OOCs to acknowledge good on-the-air practices. He also sent several tapes to FCC enforcement chief Riley Hollingsworth that documented various prohibited practices.
Regulatory Information Specialist John Hennessee, N1KB, assisted several hams who are facing local zoning and covenant problems. He also assisted ARRL Counsel Chris Imlay, W3KD, and Pacific Division Director Jim Maxwell, W6CF, with planning for the Continuing Legal Education workshop at Pacificon in California.
Chief Development Officer Mary Hobart, K1MMH, visited the African Telecommunications Union office in Nairobi, Kenya, during a vacation trip.

Media Relations Manager Jennifer Hagy, N1TDY, is providing information to hams who are promoting the benefits of Amateur Radio to their local officials in the wake of Amateur Radio's involvement in the aftermath of the 2001 terrorist attacks.
Four new cosponsors have signed on to HR 4720, The Amateur Radio Emergency Communications Consistency Act of 2002 , the bill in Congress aimed at providing relief to amateurs faced with private deed covenants, conditions and restrictions--CC&Rs--in erecting antennas.
Registration took place and classes are underway for the following ARRL Certification and Continuing Education courses: Emergency Communications Levels 1, 2 and 3, Antenna Modeling, HF Digital Communication and Satellite Communication. The ARRL offered a free Emergency Communications course seminar in conjunction with Pacificon--the ARRL 2002 Pacific Division Convention.
Assistant Technical Editor Brennan Price, N4QX, discussed regulatory developments and the submission process for ARRL publications at the Eastern Washington section convention in Spokane. Brennan has begun writing a summary of important Amateur Radio antenna cases as part of the work he does as a law school student for the Connecticut Law Review.

Chief Development Office Mary Hobart, K1MMH; Emergency Communications Course Manager Dan Miller, K3UFG, and Comptroller LouAnn Campanello attended a seminar sponsored by the Corporation for National and Community Service (CNCS) in Washington, DC. There, they learned more about CNCS and management details related to the national grant ARRL was awarded in July. In addition, K3UFG discussed the grant at Pacificon in California.
Contest Manager Dan Henderson, N1ND, discussed various DXCC and contesting issues in a DXCC/Contest forum at the Northern New York convention in Lake Placid.
A National Telecommunications and Information Administration (NTIA) study supports the ARRL's position that the FCC should not permit SAVI Technology to deploy RF identification tag devices at 433 MHz.
ARES volunteers activated when a tornado struck Corpus Christi, Texas.
The new on-line edition of The Public Information Officer's Handbook, designed to help hams promote Amateur Radio, is available.
ARRL Technical Specialist Walter Ireland, WB7CSL, represented the ARRL on the US delegation to an International Telecommunication Union Working Party. The group has recommended interference criteria limitations to SARS--synthetic aperture radars--on 70 cm.
The ARRL is conducting a VHF/UHF contesting and awards survey to help find ways to bolster participation in operating events and awards programs.

Lab Supervisor Ed Hare, W1RFI, helped FCC Special Counsel for Amateur Radio Enforcement Riley Hollingsworth field a difficult power-line interference inquiry, engendering a nice compliment. Riley responded: "I don't know what we would do without you guys!"
QST Technical Editor Stu Cohen, N1SC, attended the 17th Annual Microwave Update and the 28th Eastern VHF/UHF Conference in Enfield, Connecticut.

Former ARRL Lab staff member Mike Gruber, W1MG, has rejoined the laboratory staff as the new electromagnetic compatibility (EMC) and radio frequency interference (RFI) engineer/specialist.

The ARRL has asked the FCC to deny a petition, filed by a Virginia amateur, that would set aside eight channels in the 70-cm band on which visitors from Europe and the United Kingdom would be permitted to use their Personal Mobile Radio (PMR 446) transceivers while in the US.
