    ARRL In Action: What Have We Been Up To Lately?

    This feature--including convenient Web links to useful information--is a quick monthly update of some of the things ARRL is doing on behalf of its members. This installment covers the month of October.


    ARRL hosted seven international telecommunications professionals for the annual Amateur Radio Administration course sponsored by the US Telecommunications Training Institute.

    Bill Barrett, W1WJB, of Ridgefield, Connecticut, is the new Community Education Program Coordinator at ARRL HQ.

    The ARRL Executive Committee devoted much of its fall meeting to a discussion of comments received on ARRL's draft FCC petition seeking regulation of subbands by bandwidth rather than by emission mode. The EC also authorized the filing of a Petition for Reconsideration in response to the broadband over power line (BPL) Report and Order in ET Docket 04-37, which the FCC adopted October 14 and released October 28.

    The ARRL asked FCC Chairman Michael K. Powell to recuse himself from the FCC's consideration of a broadband over power line (BPL) Report and Order in the proceeding, ET Docket 04-37.

    In other BPL-related news, the ARRL again asked the FCC to immediately shut down a BPL field trial in the Cottonwood, Arizona, area.

    The ARRL asked the FCC to shut down a BPL field trial system in Briarcliff Manor, New York, that has been the subject of past interference complaints.

    The ARRL has reinstated the Club Commission Membership Recruitment Program.

    Media Relations Manager Allen Pitts, W1AGP, and Steve Blary, N1XC, the ARES Emergency Coordinator for Stuart, Florida, are coordinating a holiday toy drive for children whose homes were destroyed or whose lives were otherwise disrupted by the series of hurricanes that hit Florida this past summer.

    In an effort to gather information on existing digital communications systems, the ARRL Ad-Hoc Committee on ARES Communications (ARESCOM) is seeking to document what systems are in use today on the VHF and UHF bands.

    Contractors installed new azimuth and elevation rotators on the W1AW satellite tower.

    Kit Blanke, WA6PWW, of Milpitas, California, assumed the office of Santa Clara Valley Section Manager, effective October 1. Six incumbent SMs--Dale Bagley, K0KY, Missouri; Rich Beaver, N3SRJ, Western Pennsylvania; Jim Boehner, N2ZZ, South Carolina; Tom Dick, KF2GC, Northern New York; Jean Priestley, KA2YKN, Southern New Jersey, and Dale Williams, WA8EFK, Michigan--had no opposition at the end of the nomination period and have been declared elected.

    Regulatory Information Specialist John Hennessee, N1KB, assisted several ARRL members with problems concerning local government zoning and covenant restrictions.

    Registration opened for the ARRL Emergency Communications (Levels I, II and III), Technician Licensing, Radio Frequency Propagation, Antenna Modeling, HF Digital Communication, Antenna Design and Construction, and VHF/UHF--Beyond the Repeater on-line courses.     IARU Region 2 Monitoring System Liaison Chuck Skolaut, K0BOG, coordinated efforts concerning unlicensed use of 2 meters in Michigan, problems with repeaters in California and Ohio, 20 meter interference in the Northwest, and indecent language on 40 meters.

    In the wake of the excellent response to the revised and updated 2005 ARRL Handbook, the sales staff processed an unusually high number of orders. In addition, warehouse staff shipped 25,000 pounds of packages in just two days.

    The International EME Contest was held over two weekends, and the Simulated Emergency Test was October 2-3.

    Contest branch staff finalized the 2004 Field Day reports for QST and the ARRLWeb.

    President Jim Haynie, W5JBP; Technical Relations Specialist Jon Siverling, WB3ERA, and Assistant to the Executive Vice President Dave Patton, NN1N, attended the Federacion Mexicana de Radio Experimentadores (FMRE) Convention in Queretaro, Mexico.

    A total of 57 people attended Dan Miller's free Emergency Communications course seminar at Pacificon.

    Membership Services Manager Wayne Mills, N7NG, represented the ARRL at HFC2004, the annual RSGB HF Convention.

    Senior News Editor Rick Lindquist, N1RL, attended the 2004 AMSAT Space Symposium and the ARISS International Meeting that followed. Field Services Manager Rosalie White, K1STO, was reelected ARISS International Secretary/Treasurer, and received an award from AMSAT for her long support of the ARISS program.

    About 15 clubs participated in Mentorfest, a North Texas Section event designed to introduce hams--particularly those recently licensed--to the rich variety of Amateur Radio activities.

    Several HQ staffers operated Maxim Memorial Station W1AW during the 2004 Jamboree on the Air.

    Mark Spencer, WA8SME, has begun enhancing the Education and Technology Program Kits and Projects Web page.
