    ARRL In Action: What Have We Been Up To Lately?

    This feature--including convenient Web links to useful information--is a quick monthly update of some of the things ARRL is doing on behalf of its members. This installment covers the month of October.


    Although Amateur Radio support to the Red Cross, Salvation Army and other relief agencies in the Gulf Coast region wound down during the month, some hams are still providing vital communications support in Louisiana, Mississippi and Texas.

    Chuck Skolaut and Steve Ewald took part in daily teleconferences with section leaders in the Gulf Coast States. Florida was added in the wake of hurricane Wilma. Amateur Radio Emergency Service (ARES) and Radio Amateur Civil Emergency Service (RACES) volunteers from all three Florida ARRL sections provided communication support in the wake of Hurricane Wilma.

    Thanks to the Corporation for National and Community Service (CNCS), the ARRL's "Ham Aid" program will cover those who are serving or have served in the wake of hurricanes Rita and Wilma, as well as Katrina.

    The ARRL is asking radio amateurs to complete an Amateur Radio Service Volunteer Form each time they complete hurricane-related volunteer service.

    The number of readers of the ARRL ARES E-Letter has exceeded 12,000.

    The winner of the QST Cover Plaque Award for September was Dale Hunt, WB6BYU, for his article "A Simple Direction Finding Receiver for 80 Meters."

    Registration opened for ARRL Emergency Communications (Levels I, II and III), Technician Licensing, Radio Frequency Propagation, Antenna Modeling, HF Digital Communication, Antenna Design and Construction, RFI, Analog Electronics, VHF/UHF--Beyond the Repeater and Digital Electronics on-line courses.     The December issue of QST was released to the printer, as were the November/December issues of NCJ and QEX.

    The ARRL Executive Committee approved the applications of new Life Members at its October 22 meeting.

    Field and Regulatory Correspondent Chuck Skolaut, K0BOG, forwarded several reports of intruding and interfering signals to the FCC.

    Mike Gruber's findings of RFI caused by electric utility equipment were confirmed by the FCC Field Investigator.

    John Hennessee, N1KB, assisted several members with questions concerning covenant problems and local government zoning concerns. In addition, he responded to many inquiries regarding Connecticut's new law banning the use of handheld cell phones while driving.

    Allen Pitts posted the October issue of CONTACT! for Public Information volunteers.

    On the Broadband Over Powerline front, PPL Broadband announced that it is terminating its BPL experiment in Pennsylvania's Lehigh Valley.

    ARRL called on the FCC to instruct the city of Manassas, Virginia, to shut down its BPL system.

    ARRL took strong exception to limitations imposed on users of the new BPL Interference Resolution Web site.

    The ARRL filed a petition asking the FCC to modify the Part 15 BPL rules it adopted a year ago and sharply reduce BPL's potential for interference.

    Contest branch staff drafted the QST and Web versions of results, 2005 Field Day and June VHF QSO Party.

    Rose-anne Lawrence updated the records of more than 50 affiliated clubs and processed several Special Service Club renewals.

    The ARRL DXCC Desk has approved these operations for DXCC credit:6O0JT, Somalia, September 30, 2004 through April 30, 2005; 5X1W, Uganda, August 3-12, 2005.

    The ARRL Foundation Board of Directors approved three scholarships to be awarded for the first time in 2006. Two will be sponsored by the Dayton Amateur Radio Association and one by the Northern California DX Association. The application period for ARRL Foundation scholarships opened on October 1 and will close February 1, 2006.

    President Jim Haynie appointed H. Ward Silver, N0AX, the new chair of the Contest Advisory Committee. He also reappointed Jim McConnell chair of the DX Advisory Committee.

    US Bank is offering a new Select Rewards credit card for the ARRL Visa Card program.

    Certification and Continuing Education Program Coordinator Jean Wolfgang assigned mentors for several upcoming on-line courses.

    MFJ has donated its 1532N triband vertical repeater antenna to W1AW. It will be used as part of the ICOM D-Star 23 cm digital repeater system.

    Leona Adams sent out appointment supply packages to more than 20 new Field Organization appointees.

    Diane Szlachetka produced a special W1AW QSL card for September's Emergency Power Operating Event.

    Central Division Director Dick Isely and Rosalie White presented the 2004 ARRL Professional Educator of the Year plaque to Neil Rapp, WB9VPG, before his colleagues, some local hams and students.

    The 2006 ARRL Amateur Radio Calendar and proceedings of Microwave Update 2005 and the Mid-Atlantic VHF Conference-2005 are available.

    Several ARRL HQ staff members fired up W1AW for the scouting Jamboree on the Air. Mark Spencer took part from California.

    ARRL Educational Advisors responded to a query on instructor training.
