ARRL, Department of Homeland Security to Ink Statement of Affiliation

NEWINGTON, CT, Jun 6, 2003--ARRL and the Department of Homeland Security (DHS) will sign a Statement of Affiliation (SoA) at the League's 2003 National Convention later this month in Texas. The convention will be held June 20-22 at the Arlington Convention Center in conjunction with Ham-Com. Since both ARRL and DHS view community disaster preparedness and response as top priorities, they will pledge mutual support for Citizen Corps--a community-based training and outreach initiative that brings together volunteers and first responders.

"This is all part of the bigger picture of getting emergency communications, aligned with what our government needs," said ARRL President Jim Haynie, W5JBP, who will sign the SoA on the League's behalf. "Amateur Radio stands ready to serve the country as needed in times of emergency."

Chief Operating Officer of the Emergency Preparedness and Response Directorate Ron Castleman will represent the DHS at the signing and serve as the lead speaker during the ARRL Forum, Saturday, June 21, at 10 AM. The forum will take place in an unnumbered room that's to the right of the Ham-Com registration area, not in Room M5 as originally scheduled.

Castleman will sign the SoA on behalf of Under Secretary for Emergency Preparedness and Response Michael D. Brown. Accompanying Castleman will be Liz DiGregorio, liaison to the White House for Citizen Corps. Programs under the Citizen Corps umbrella are aimed at helping communities prevent, prepare for and respond to terrorism, public health issues and disasters.

The Statement of Affiliation will call on ARRL and DHS to collaborate in several areas, including raising public awareness of Amateur Radio as a public safety resource and providing training and accreditation for Amateur Radio emergency communications. The DHS and the League also will work together to promote formation and assist Citizen Corps councils in education, training and volunteer service opportunities that support first responders, disaster relief organizations and community safety efforts.

This year marks the 25th anniversary of Ham-Com, which is hosting the 2003 ARRL National Convention in Arlington, Texas.

ARRL Headquarters Staff Members to Attend Ham-Com

Several ARRL Headquarters staff members will be on hand at Ham-Com for the ARRL 2003 National Convention. They include ARRL Chief Development Officer Mary Hobart, K1MMH, and ARRL Senior News Editor Rick Lindquist, N1RL. ARRL Marketing Manager Bob Inderbitzen, NQ1R, Product Fulfillment/Customer Service Clerk Danny Sayad, KB1IIP, and Customer Service/Circulation Manager Kathy Capodicasa, N1GZA, will manage ARRL's booth at Ham-Com.

Emergency Communications Course Manager Dan Miller, K3UFG, will conduct a four-hour ARECC seminar Friday at 1 PM. The program explains in detail the duties of volunteer certification mentors, instructors and examiners of the Amateur Radio Emergency Communications courses. It also provides additional information for those considering these volunteer positions. Miller also will present an hour-long ARRL Certification and Continuing Education forum Saturday at 3 PM.

Chief Operating Officer of the Emergency Preparedness and Response Directorate Ron Castleman will represent the DHS at the signing. Castleman, who oversees all response, recovery, mitigation and preparedness activities for the directorate, previously served as Federal Emergency Management Agency Region VI director. In that role, he coordinated FEMA mitigation, preparedness and disaster response and recovery activities in: Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

Media Relations Manager Jennifer Hagy, N1TDY, will host a Public Relations Forum Saturday at 4 PM. The hour-long session will feature Public Information Officer Tim Lewallen, KD5ING, of Nacogdoches, Texas. Lewallen will relate his experiences dealing with the news media during the shuttle Columbia debris recovery effort earlier this year. A panel discussion will follow. Those on the panel will include ARRL PR Committee Chair Jeff Reinhardt, AA6JR, the Public Information Coordinator for ARRL's Santa Barbara section, and CQ Editor Rich Moseson, W2VU, a longtime PR committee member and a PIO in the Northern New Jersey Section. There will be door prizes for attendees.

Membership Services Manager Wayne Mills, N7NG, will conduct a presentation on Logbook of the World Saturday at 8 AM. Logbook of the World now is undergoing beta testing. Mills also will participate in the DX Forum sponsored by the Lone Star DX Association (see below).

Sales and Marketing Manager Dennis Motschenbacher, K7BV, and ARRL Rhode Island Section Manager Bob Beaudet W1YRC, will share duties as moderators of the ARRL Club Presidents' Meeting Sunday at 11 AM. Beaudet, a former resident of the Dallas-Fort Worth area, formerly played a very active role in Ham-Com, to which he returns each year to visit with old friends. "The meeting was requested by a group of club presidents who are concerned about declining club memberships who wish to discover more ways the ARRL can help reverse this trend," Motschenbacher explained.

During all three days of Ham-Com, the Lone Star DX Association will present a world-class DX program. Sessions will cover a wide range of topics, and there will be door prizes.

In addition, ARRL Maxim Memorial Station W1AW will be on the road, operating as W1AW/5--the National Convention special event station--during all three days of the convention. (W1AW will continue its normal transmission schedule from Newington, Connecticut.) W1AW/5 is expected to host several notable DX operators as guest operators. Operation will include CW, SSB, APRS and satellite. The station will be located inside a 32-foot emergency communications trailer sponsored by the Dallas County REACT Amateur Radio Club. It will be located in the Convention Center parking lot next to the outside flea market. Plans call for operation on 7.035 and 14.035 CW and 14.243 and 21.243 SSB.
