Underground fence vs ground plane

I have an underground fence used to restrict my dog to the yard. This uses a low level RF signal to send a signal to his collar to keep him in the yard. Although the radials would not cross the fence wires, I wonder if the fence signal would make a vertical antenna using a ground plane a poor antenna choice. |
