60 meters - digital use

I hear many people using JT9 and JT63 on 60 meters (from the US). I want to join in, but isn't the use of multiple signals on a 60 meter channel against the rules laid out by the FCC? I don't want to intentionally violate the rules but if I've interpreted the rules incorrectly I'd like to know.

This thread contains the letter from the NTIA clarifying the use of digital modes. It mentions the use of one very narrowband digital mode, PSK31.

This letter indicates that the NTIA is aware of the ARRL proposal for multiple PSK or CW signals on channel and provides a response.
