Seeking advice on antenna for 15-meters to reach approximately 500 miles.

I'd suggest a rotatable Yagi on a tower. What you are looking for is backscatter or sidescatter paths, as normal F2 skip does not support such a short path. These paths will be much weaker than normal F2 skip, so more power is normally required. Often, these weaker signals are buried under signals propagated by normal F2 skip.

Two stations working together should focus on illuminating a common scattering volume.
