Criteria for Requiring FCC Type Acceptance

I have noticed that there are a lot of low power radios (Mostly 5W output) that apparently have not been submitted to the FCC for Part 15 compliance and have not received an FCC ID number.
My question is what is / are the criteria for an amateur transceiver to require FCC compliance described above ?
Just curious.

If an amateur rig contains a scanning receiver, it needs to meet 15.121, which sets down requirements for such devices.
