I did a Google search on "10 10 numbers" and found this web site:

http://www.ten-ten.org/

The 10 10 numbers are essentially the membership number of those that join Ten Ten International, a group of amateurs seeking to promote activity on the 10-meter band. They issue awards for working different Ten Ten members. They also use the 10 10 numbers as part of the exchange in contests they sponsor.
