Does this violate the restriction on pecuniary interest?

First, this is not a question about whether this situation is technically feasible, I just want to know whether it would be legal if I figure out a way to accomplish it.

Suppose there is a way to use an amateur radio to connect to the cell phone system to make an outgoing call.

Can I call a hotel (or car rental or airline) and make a reservation?

Regardless of the legality, I would think that there would be some fairly significant technical and operational challenges to overcome.

That's why I want to know about Legality first.
