I've got a drake 2-B receiver and was wondering if the receiver should be powered down when pulling or replacing or moving the xtals?

In the end, I switched to an unused band thinking that probably removed any xtals from any circuit then swapped them around.

The safest thing is to power the radio down, but chances are your procedure is OK, too. Be careful of possible high voltages inside the radio.

Under what circumstance is the need to keep it powered up?

Turn it off! And, unplug it. Why find out the hard way if there is anything to be discovered?
