Can the driven element ever be shorter than the directors?

Hi all, I recently bought a quagi from Radiowavz at Hamcation.

Is there any scenario where the driven element would be shorter than the directors? I've been tuning this quagi for 2m and the driven element is significantly shorter than the directors already and I'm only 1:1 for VSWR on 141MHz. Trying to get to 1:1 around 146MHz. Radiowavz assures me that it will work and to keep cutting the length of the driven element, but how can I be sure the antenna is working optimally like this?
