HB 101 Update as of 13 Feb 202o:

Carol Spackman Moss has am mended the HB 101 to exclude two-way radios
from the bill. I would like to thank Jay Brummett, W7WJB, our ARRL
Section Government Liaison, for his dedication and hard work to make
this happen. In addition many of you contacted your representatives
expressing concern, all this got the attention of Rep Moss and she has
made the amendment as shown below.

The ammendment can be seen at
https://le.utah.gov/~2020/bills/static/HB0101.html click on House Floor
Ammendment 1.

H.B. 101
DISTRACTED DRIVER AMENDMENTS
HOUSE FLOOR AMENDMENTS AMENDMENT 1 FEBRUARY 12, 2020 5:20 PM
Representative Carol Spackman Moss proposes the following amendments:
1. Page 2, Lines 39 through 41:
39 [(iv)] (D) any substantially similar communication device that is
readily removable
40 from the vehicle and is used to write, send, or read text or data
through manual input.
(iii) "Handheld wireless communication device" does not include a
two-way radio device
described in 47 C.F.R. Parts 90, 95, or 97.
41 (b) "Hands-free operation" means the use of a handheld wireless
communication

One very important issue we must all honor, we have need given a special
trust, please use your two way radio equipment in a exemplary manner, to
protect this special trust. The bill will now proceed for a vote on the
house floor and the be sent to the senate if it passes. I see no reason
for us as hams to encourage support for this bill as amended.

Thank you all for helping with this important issue.
