MINUTES OF EXECUTIVE COMMITTEE

Teleconference – July 7, 2009

The Executive Committee (EC) of the American Radio Relay League, Inc. met by audio teleconference at 9:08 PM EDT Tuesday, July 7, 2009. Present were President Joel Harrison, W5ZN, in the Chair; First Vice President Kay Craigie, N3KN; Chief Executive Officer and Secretary David Sumner, K1ZZ; and Directors Jay Bellows, K0QB, Bill Edgar, N3LLR, George R. Isely, W9GIG and Bob Vallio, W6RGG. Also present were Vice President Rick Roderick, K5UR, International Affairs Vice President Rod Stafford, W6ROD, and General Counsel Christopher D. Imlay, W3KD. Director Tom Frenaye, K1KI was unable to be present owing to travel.

  1. Mr. Harrison noted that the letter from Armond Mascelli, Vice President, Disaster Services Operations, American Red Cross was circulated to the EC on June 6 with several options for ARRL response. After discussion, it was agreed that Mr. Imlay would draft a letter for EC review seeking clarification of the alternative process for obtaining a background check that Mr. Mascelli has proposed. EC members will discuss the draft when they are together for the July 17 Board meeting.

  2. Mr. Harrison described the Board policy with regard to the appointment of the Secretary of the International Amateur Radio Union (IARU), which is the prerogative of the ARRL as International Secretariat. Mr. Sumner explained the advantage of having at least one IARU officer who is retired from full-time employment, so that the obligations of the three officers to cover various meetings and other events throughout the world can be met. Mr. Sumner noted that while he enjoyed the role of IARU Secretary, his obligations to the ARRL sometimes make it difficult to travel internationally and the other two IARU officers are employed full-time. Mr. Stafford, who has extensive international and IARU experience, will retire from his full-time occupation on September 30. Mr. Harrison recommended the appointment of Mr. Stafford as IARU Secretary, effective October 1, 2009. After discussion, on motion of Mr. Isely, it was unanimously voted to recommend to the Board that Rod Stafford, W6ROD be appointed IARU Secretary effective October 1, 2009.

  3. The scheduling for the strategic planning session to take place on the second day of the Board meeting was discussed briefly.

  4. A pending field organization matter was discussed without formal action.

There being no further urgent business, the meeting was adjourned at 10:14 PM EDT.
