Report of the Volunteer Resources Committee
to the ARRL Board of Directors
July 18-19, 2003

We were all deeply saddened by the sudden death of our colleague and friend, Dr. Jim Maxwell, W6CF, in the early part of the year. Jim had chaired the VRC the previous two years and was a steady hand on gavel. 73, Jim!

The task of completing the evaluation of the Field Organization occupied the largest part of the committee's time. A final comprehensive survey of the Section Managers was conducted early in the year to augment previous survey data taken. This final survey enjoyed an excellent response from the Section Managers and was extremely helpful to the VRC in completing its evaluation. The remainder of the VRC effort was completing the evaluation report.

The Field Organization Evaluation report is distributed separately from this report.

The VRC also selected the winner of the 2002 Hiram Percy Maxim Award and approved the winners of the Doug DeMaw W1FB Technical Excellence Award, the 2002 ARRL Excellence in Recruiting Award, the 2002 ARRL Professional Educator of the Year Award, and the 2002 ARRL Herb S. Brier Award. Separate motions will be made to the Board for approval of these awards.

The VRC has met monthly via teleconference and had one in person meeting in April in St. Louis, MO.

The Volunteer Resources Committee this year consisted of Director Wade Walstrom, W0EJ, Director Bernie Fuller, N3EFN, Director Rick Roderick, K5UR, Director Greg Milnes, W7OZ, Director Frank Butler, W4RH, Director Jim Maxwell, W6CF (Silent Key), Vice Director "Rev" Morton, WS7W, Vice President Fried Heyn, WA6WZO, and Rosalie White, K1STO, Manager, Field & Educational Services. Special thanks again goes to F&ES Services manager Rosalie White, for her advice, counsel, and other help during our regular telephone conversations.
