The ARRL Amateur Radio Emergency Communications Courses (Level I -- Introduction to Emergency Communications (EC-001), Level II -- Intermediate Emergency Communications (EC-002), and Level III -- Advanced Emergency Communications (EC-003)) are available both online and in classroom settings through the ARRL Certification and Continuing Education Program (CCEP). Printed manuals are available for each of these courses, and are required for teaching a classroom or Hybrid class.
Hybrid Classes
The Hybrid format is the recommended method for students with limited computer or Internet access. With this method the student takes the Final Assessment online. Instruction may be accomplished by employing a combination of classroom, on the air, and online techniques. Instruction and Student Activities shall be managed by the local ARRL CCEP Certification Mentor/Instructor (CM/I) and coordinated with all persons involved.
A registration form is downloadable on-line at www.arrl.org/cce/forms. The organizing CM/I should complete a class roster, including class start and end dates, and follow the guidelines on the registration form. The Hybrid class will be set up with all students on the provided roster.
Hybrid classes are preferred over traditional classroom because they eliminate the need for exam sessions and related materials to be sent back and forth in the mail. The computer software generating the online course exam does all grading automatically.
Even students without computers can find someone nearby -- or a local library with Internet access -- to enroll and later to take the final exam.

Traditional Classes
Activity Registrations
When you have worked out the details of your class (who will teach it, who will give exams, where and when activities will take place, what you will charge), register your class and/or exam session through the Activity Application found on the ARRL Web site. Note that classes and exam sessions must be registered separately.
Activities should be registered at least 4 weeks prior to the actual event. This allows a minimum of 2 weeks for potential candidates to pre-register. The deadline for pre-registration is 2 weeks before the start of the class or exam session. At that point contact ARRL CCE to arrange for shipment of the appropriate materials and examinations.

Certification Instructors and Certification Examiners Sought

Planning a Hybrid Class
It's up to the local sponsoring group to provide a facility for the class and/or exam session. The requirements are similar to what is needed to teach Amateur Radio license classes and host Volunteer Exam sessions.
The sponsoring group also decides the class schedule. Experience with the online version of the course indicates that most students need approximately 25 hours to complete the material in each course. You can structure the course in several ways. Some examples:
Class Size and Pre-Registration
It's important to decide in advance how many students you are comfortable serving with the resources available. The maximum class size is up to the individual instructor, but 10 students per instructor is generally a reasonable number. It's important to be able to give each student enough attention to answer questions and work through problem areas. If in doubt, start with a smaller class size and work up.
Pre-registration is important to help you determine how many students you will be serving. You will need to have a facility of appropriate size, and have sufficient course materials available.
