    New Mexico Section News for January, 2010

    ***HB 10 - Be aware that the New Mexico State Legislature is considering a bill to control the use of cell phones. The problem is the definition: "mobile communication device means a wireless, two-way communications device that is designed to receive and transmit voice, text or image communication." This is NOT a definition of a cell phone only! This will prohibit the use of amateur radio mobile equipment by the driver while the vehicle is moving. This will severely limit amateur radio to assist with emergencies and community service activities. I would encourage all New Mexico hams to e-mail Representative Al Park (D) who is the chairman of the Judiciary Committee where the bill is currently being reviewed. Representative Park's e-mail is alpark.nm@gmail.com - his Capitol Phone # (505)986-4411. I have also talked to Governor Richardson about my concerns. I have provided both the Governor and Representative Park with a copy of the ARRL Policy Statement on mobile amateur radio operation.

    ***ARRL Club Station Licensing Issues

    For purposes of club station licensing, the FCC defines a club as "a group with at least four persons and has a name, a document of organization, management, and a primary purpose devoted to amateur service activities consistent withPart 97." A licensee trustee is designated by an officer of the club to hold the club station license grant.

    TheNPRMstated that sometimes the Commission receives disputes regarding just who is the club's trustee in the context of a contested application to modify the license to change the trustee: "In order to avoid Commission involvement in what are essentially internal club matters, and to ensure that an application changing the trustee of a club station reflects the intent of the club, we propose to amend the rules to require that applications requesting a change in trustee include documentation signed by an officer of the club when the application is submitted to the Club Station Call Sign Administrator (CSCSA). Additionally, we believe that by accepting applications only from the licensee the club station record in ULS shows is the trustee of the club station, the CSCSA can minimize the number of disputed applications that are filed with us."

    ***The 146.58 Simplex Group. Held its Winter Tailgate on January 30, in Albuquerque. It started a bit before dawn and went till around 11:00 AM at the Del Norte High School, North Student Parking Lot. Dee, KC5JBO, was the talk-in on the 146.90 (67 Hz), 145.33 (100 Hz) and 146.96 (100 Hz) repeaters. It started out at a reasonable temperature but that degraded rapidly and it became very chilling. As usual hams are never deterred by adverse weather and the tailgate was well attended by both seller/traders and folks just looking around and visiting.     Upcoming events:

    *** 2010 New Mexico QSO Party -- Sunday, February 7 from 8:00 am MST until 8:00 pm MST, and everyone is invited and encouraged to participate. Hams from across the United States -- and the world -- will literally be seeking out New Mexico hams on HF and 6 meters during the event period...with a particular emphasis on working hams from as many NM counties as possible. Will your county be on the air during the QSO Party?

    Operate from the comfort of your home shack, or combine forces as a club effort. Hit the road as a mobile station and activate counties which result in much needed multipliers for every participant. Or use this event as an opportunity to introduce a new person to contesting or ham radio in general. This is a super event for new and experienced hams alike.

    This year's event will be hosted by the Valencia County Amateur Radio Association.     K5B - The Bataan Memorial Death March Marathon

    The Mesilla Valley Radio Club of Las Cruces, New Mexico will be operating special events station K5B on March 21, 2010 in conjunction with the 21st annual Bataan Memorial Death March Marathon held at the White Sands Missile Range. K5B will operate from 1000Z to 2300Z. K5B will be operating as near as possible to 21.305, 14.229, 7.184, and 3.808 megahertz as band conditions permit. A commemorative QSL card for the event will be available by request. Send your QSL card confirming the contact with a business sized self addressed stamped envelope [please use a Forever stamp]. Please write `K5B' in big letters on the lower, left hand corner of the envelope so it will be quickly routed to us.

    Please allow four to six weeks to receive the K5B QSL card.
