ARRL Board Elects 15th President: Kay Craigie, N3KN (Jan 16, 2010) -- As its first order of business at the 2010 Annual Meeting, the ARRL Board of Directors elected ARRL First Vice President Kay Craigie, N3KN, of Blacksburg, Virginia, as the organization's new President. She will take over the reins from outgoing President Joel Harrison, W5ZN, at the close of the Annual Meeting. In October, Harrison advised the Board that he would not seek re-election. Hello West Virginia Amateur Radio Operators:
A VERY HAPPY, SAFE and HEALTHY "NEW YEAR" TO ALL
THOUGHTS FROM THE PAST & PRESENT: It is hard to believe that 2009 has passed and a new year ahead. It is time to slow down and enjoy the family, friends and your surroundings. As I get older, a day at a time, it seems that I still get everything done, and not as much anxious time as in the past. Hoping that all of you had a great holiday and are slowly moving into the New Year.
Again, I must say many thanks to all the amateur radio operators who have been active in the many facets of the service. Many thanks to those who prepared and participated in the SET activities, and don't forget to send your reports to ARRL before the end of January 2010.
As the West Virginia amateur radio community starts a new year, let us all work together to bring forward the fellowship of the true meaning of amateur, "amare - to love", or one who engages in the pursuit , study, science, or sport as a pastime rather than as a profession, which brings forth the many facets of the hobby. Amateur radio operators are skilled in communications, which at times need to be tweaked to provide the needed services to the community. Let's set a priority to support the amateur radio community and ARRL in West Virginia.

ARRL WEST VIRGINIA SECTION AFFILIATED CLUB COORDINATOR (ACC): I am pleased to announce the appointment of Jeffrey D. Woods, KZ8E, as the WV ACC. Jeff has been an amateur radio operator since 1994 in Wyoming County, active in the Raleigh County ARES, followed by upgrading, moving to Preston County in 2001 and active on the HF bands. Jeff has earned his WAC, WAS, 7BDXCC, Worked all Europe Award Level 1, and finished first place in the 2004 WV QSO Party. Jeff has been active in the WVSARC and accepted the coordinator position of the WV QSO Party. He is a member of the Monongalia Wireless Association, WVDXA, FISTS Club and QRP club international. "WANTED"-WV "MIDDAY" NET MANAGER: Are you ready to volunteer your service? It seems that the West Virginia amateurs are very involved on a daily basis with on-the-air communications, acting as Net Controls, checking into Nets, and originating/receiving, sending traffic, however, the WV amateur community needs for someone to take one step further and accept the position as the Manager for the WV Midday Net. Although there is lots of pre-net conversation, the WVMDN meets daily at 11:45 and lasts for about a 15 minutes. What do I need to do as Net Manager? - you do not need to be present for every day, however, you will need to confirm that you have a Net Control for each day of the week and possibly fill in for that amateur should they not be available for the day. The Net Manager also received the daily net reports from the Net Controls and at the end on each month, tabulates these reports and submits the findings to the Section Traffic Manager (STM), who relays these to the ARRL.
As we move toward the new year (2010), the West Virginia State Amateur Radio Council (WVSARC) spring ARRL WV Convention 1st Quarter 2010 Planning meeting for the Mill, will be held at the 30th Plateau Hamfest, Old National Guard Armory, Oak Hill, WV on February 20, 2010. Plan to attend the meeting during the hamfest. You may want to visit the http://www.qsl.net/wvsarc/ for meeting minutes and DRAFT schedule of events.

Comments:
*** Bob Lucas, AF4PQ, DEC District 10, ARES/RACES Net Manager, reported the Monthly West Virginia ARES/RACES Net was held on December 3rd, and it was in operation for 15 minutes. There were 21 check-ins, representing 8 Districts, and 13 counties. There was no traffic handled, and no Out of State stations checked into the net. The Net Control Station was Dennis, W8YS.
*** Mark Cook, KD8LWH, EC Wyoming County, reported that he is taking the ARECC Level 1 Course. He's also got some more Amateurs interested in the ARES program, but money is a big issue into buying radio equipment. He's trying to help some of them get set up with mobile and mobile/base battery back-up systems on 2 Meters. He says Amateur Radio is a lot cheaper, and a lot more reliable than Cellular Telephones in his area of the state. Since it only cost $15 for an Amateur Radio License, which is good for 10 years, it would let them have the communications when they need it. During the December 18th snow storm he started to travel to Beckley WV to help a friend make it into Pineville, but got stopped by an 18 wheeler sideways across the road blocking Route 10 about half way down the mountain. He said that he could have made it around the truck if he chained up his four wheel drive. He didn't want to put his safety on the line if his cousin was still making his way toward Beckley. The last contact he had with his cousin was on the WV Turnpike. If he has known his cousin was stuck in Beckley, he would have put on his chains and went to help him. As it happened his cousin ended up being trapped at the Wal-Mart in Beckley with a group of other co-workers. The next morning the group found one of their co-workers had died of a Heart attack. Mark said that during the snow storm he had helped a countless amount of people by pulling them out of ditches and such. Mark had purchased a couple hundred fancy looking business cards, indicating he was the Wyoming County ARRL Emergency Coordinator. He said they have been very well received by the public that he has helped.
*** Keith Johnson, N8IKT, EC Lincoln County, said all is well in Lincoln County. He's trying to update the county repeater system.
*** Terry Mills, KC8TUE, EC Wood County, hopes that everyone had a Merry Christmas and has a Happy New Year. He thinks that time keeps speeding up as we get older, since this year flew by. He reported that the trailer that Wood County Emergency Communications and the Mid Ohio Health Department are putting together is right on track. He said the cabinets, work stations, and the 110 volt electrical wiring have been installed. The next step will be to install the computers and radios. He said that if the weather holds out, the trailer may be ready to unveil in February or March. On December 1st the WCEC ARES group held their monthly business meeting and annual Christmas Dinner at the Lubeck Civic Center. There were 40 members and their families present. The Ham, Turkey, and drinks were provided by the organization, and the members brought a covered dish. The food was delicious and there was a small gift exchange. At the short business meeting several items were tabled until the January meeting. Terry said he. Ken, WA8LLM, the WV SEC and District 3 DEC, went to Roane County LEPC Meeting at the Roane General Hospital in Spencer with Jim, KD8ITI, whose is the Threat Preparedness Coordinator for the Mid Ohio Health Department. There were 6 ARES members at the meeting. On December 12th Wood County ARES and Wood County Emergency Communications provided the logistic communications for the Parkersburg Christmas Parade. The group helped line up the parade and provided line up information to the Doug Hess, the Master of Ceremonies from Clear Channel Radio. On December 17th, a Region 5 Hospital exercise was held. The scenario was an Ice Storm, and telephone communications were interrupted. Amateur Radio operated both Amateur Radio, and the 800MHz Joint Emergency Management Network (JEMNET) to provide the needed communications between the six hospitals that participated. The Amateurs used 2 Meter Voice and Packet Radio to handle a lot of the information. On December 24th, 25th, and 26th, WCEC, and Wood County ARES members operated a Free Coffee Safety Break on I-77 at the Northbound Rest Area just South of Parkersburg. Members served Hot Coffee, Hot Chocolate, Cold Orange drinks, and snacks to the motoring public. Terry says providing such a service not only keeps the travelers alert., but it also provides the ARES group a chance to practice setting up a rest station in training for a Western Migration, if it ever happens.
*** Lawrence Ashton, N2OCW, EC Morgan County, reported that it was cold and snowy in his area, but there were no emergencies.
*** Butch Sayers, N8RCG, DEC District 6/EC Mineral County, said that he would try to get together an updated total of ARES Members that he has. He said that most of the ARES Members have been fairly stagnant the last couple of years. He would have got a list earlier, but he's been extremely busy. He said that Doug, W8DEC, is the Net Manager for the nets and that he sends in net reports to the WV State Net Manager. Butch says there hasn't been a lot going on in Mineral County, except for meetings with the Local Emergency Planning Committee (LEPC), and the E-911 Director. Butch hopes that work will slow down a little and he can recruit a couple of EC's, one is for Grant County. Butch says they hold a District 6 ARES/RACES Net each Sunday at 8:30pm in the Winter, and 9:30pm in the Summer on the 147.39 MHz repeater. The CTCSS tone for the repeater is 123.0 Hz. A Mineral County ARES/RACES call up is held the first Tuesday of each month from the 911 center on the 147.39 MHz repeater. The ARES/RACES meeting is the third Saturday of each month at the Mineral County 911 center at 1:30pm. *** Jim Miller, WS8L, EC Jackson County, reported that four Amateur Radio operators participated in the Region 5 Hospital exercise on December 17th. They operated from the Jackson General Hospital in Ripley. They only got to send one message.
*** Lester Shields, EC Hancock County, said that he has installed a natural gas powered generator for standby power. He says as long as the gas is on, he will have electrical power. He doesn't have any ARES activities to report this month.
*** ED Dashiell, K8WXI, EC Berkeley County, reported that four Amateur Radio operators assisted the Jefferson County ARES group, in a Simulated Emergency Test which lasted about two hours.
*** Ronnie Childress, KD8HBO, EC Mercer County, reported that he thinks the weekly ARES Nets have been going great. There has been very good attendance. He said the weather has been against them while they are getting everything set up. He hopes that he can get things ready as soon as the weather clears. Ronnie reported their ARES group held a Christmas family diner at Ryan's Steakhouse on December 7th, and had a good attendance. He wants to wish everyone a Very Merry Christmas and a Safe and Happy New Year.
*** Charles Hardy, KD8MOA, Dec District 7/EC Fayette County, reported that he is starting an ARES/RACES Net on the 147.075 MHz repeater. The PL Tone is 100.0 Hz. The net will be on Thursdays at 2400 UTC (1900 EST). Charles says he has an Amateur in Wyoming County who is interested in getting involved with ARES, maybe Charles will refer him to Mark Cook, KD8LWH, who is the Emergency Coordinator for Wyoming County.
*** Paul Whited, KB8YZT, EC Kanawha County, reported that he has talked to Kanawha Metro about working on the Amateur Radio Room and start having meeting with updates of progress. The Winter storms have put everything on the back burner, but Jim Mangus has stated that new antennas are going up and will be in operational soon. When the weather breaks Paul is hoping to have some training and establish guidelines that Metro wishes them to follow. Also Paul programmed a couple of Yaseu FT-8800R Dual Band transceivers and delivered them to Wood County Emergency Communications. The radios will be part of the equipment that will be placed in the Mid Ohio Valley Health Department Communications Trailer that Terry Mills, KC8TUE, talked about.
*** Tom Martin, K8WDX, EC Hampshire, said that he just spent about 30 hours of doing EMT-B Re-certification in December, and is now starting to play catch up with everything else. He's planning to schedule and promote an initial meeting of the hams in Hampshire County in January.
*** Curtis Crigler, KB8PJI, EC for Pendleton County, said that a Local State of Emergency was declared on December 19th. The County Emergency Operations Center activated the National Guard and other Emergency Personal. Amateur Radio Two Meter operations were used at the EOC and in the field.
